What is a remote agent?

Why can't spacecraft explore under the ice of Europa using past technologies?

Europa is a moon of Jupiter. It has ice on it, and there is evidence that there is liquid water under the ice. That means that there is the possibility of life there. However, exploring under the ice on Europa poses problems to exploration as we usually do it.

Past technologies relied on the ability of ground controllers to be in frequent communication with the spacecraft via radio waves sent from and received by the Deep Space Network. The spacecraft would downlink information regarding its status and any failures and ground controllers would respond with instructions for the spacecraft. However, radio waves couldn't reach a spacecraft under the ice of Europa. Any spacecraft diving there would have to be able to be controlled autonomously.
